What Is a Windstorm Inspection?
A windstorm inspection verifies that your home or addition has been built to meet the wind-resistant construction standards established by the Texas Department of Insurance (TDI). These inspections are required for many structures located in designated coastal counties before they can qualify for windstorm insurance through the Texas Windstorm Insurance Association (TWIA).
Without the proper certification, obtaining windstorm insurance may be difficult—or even impossible—in eligible coastal areas.
What Is the Difference Between TDI and TWIA?
Many homeowners confuse these two organizations, but they serve different purposes.
Texas Department of Insurance (TDI)
TDI establishes the building standards for windstorm-resistant construction and oversees the inspection and certification process. Once construction meets all requirements, TDI issues a WPI-8 Certificate of Compliance.
Texas Windstorm Insurance Association (TWIA)
TWIA provides windstorm and hail insurance coverage for eligible properties in designated coastal counties. Before TWIA can insure a structure, it typically requires proof that the building complies with TDI’s construction standards—usually through a WPI-8 Certificate.
Simply put:
- TDI inspects and certifies the building.
- TWIA provides the insurance coverage.
When Are Windstorm Inspections Required?
Windstorm inspections are generally required for:

How the Windstorm Inspection Process Works
1. Schedule Before Construction Begins
The best time to contact us is before work starts. This allows us to review your project and determine which inspections will be required.
2. Inspection During Construction
As construction progresses, we’ll inspect critical components before they are covered, such as:
- Foundation reinforcement
- Anchor bolts
- Framing connections
- Roof decking
- Roof fastening
- Windows and exterior doors
- Structural connectors
These inspections ensure each stage complies with current TDI windstorm requirements.
3. Documentation and Engineering
Our team prepares and submits the required documentation to TDI, including engineered drawings when necessary.
For room additions and new buildings, engineered drawings required for city permitting and foundation design are included with our services.
(Architectural blueprints and floor plans are not included.)
4. Certificate Issuance
Once all inspections are complete and TDI approves the project, a WPI-8 Certificate of Compliance is issued.
This certificate can then be used when obtaining or maintaining windstorm insurance through TWIA.
What If My Project Is Already Finished?
If construction has already been completed, you may still qualify for a Post-Construction Certification (WPI-8E).
Because TDI requires additional verification after construction is complete, this process is more involved than inspections performed during construction.
The good news is that we perform an initial evaluation at no charge, and you pay nothing unless we’re able to secure your certificate.
